Federal Women’s Program Mission:
To assure that affirmative steps are taken to provide equal
employment opportunities, a well as equal access to conservation programs for
all women.
The Federal Women’s Program Manager strives to:
- Increase respect for the work of women at all grade levels
- Increase professional opportunities for women
- Create awareness within and outside the agency for a greater sense of
sensitivity
- Identify problems and solutions in the recruitment and retention of
women in the workforce
- Participate in the quarterly meeting of the Civil Rights Advisory
Committee
- Establish and maintain effective relationships with women’s
organizations and groups

NRCS Women's History Month 2009 Poster Winner: Cristina Clark-Cuadrado Soil
Conservationist, Pennsylvania NRCS. Cristina shares her thoughts on what she
hopes is portrayed in the poster:
"The woman's profile is composed of pictures of women from diverse
backgrounds and occupations. From lab work, to outreach, to the application of
gained knowledge, women as a whole are taking the lead to save our planet. The
background landscape shows urban, agricultural, and wildlife land uses and is
intended to show how humans, animals, plants, and all life on Earth can have a
better future thanks to the women who have devoted their lives to helping the
environment".

Professional Development
History
The Federal Women’s Program (FWP) was implemented nationwide in August 1969
by Executive Order 11478.
It is NRCS policy to conduct a positive and continuing FWP that provides
equal employment opportunity for women in all personnel management policies and
practices, as well as NRCS sponsored programs and activities.
The Ohio FWP Manager works with other special emphasis program managers, as well
as the Civil Rights Advisory Committee. The tenure of the program manager is
approximately two to three years.
The Ohio Natural Resources Conservation Service appointed the first FWP Manager
in 1969 with the first female FWP Manager being appointed in 1972.
