Subpart G – Special Purchase Guide

OH406.61 Specific Purchase Items.

The following restrictions apply:

  1. Business cards.

    (1) NRCS has determined that business cards can be purchased for employees who regularly deal with the public or organizations outside their immediate office.


  2. (2) The Javits-Wagner-O’Day Act (JWOD) Program offers business cards which may be acquired with Federal funds. The JWOD Program is the mandatory source for business cards. The General Services Administration (GSA) has issued a mandatory Federal Supply Schedule to the Seattle Lighthouse for the Blind, Inc., P.O. Box 14959, Seattle, WA 98114.

    (3) General information showing the approved business card format can be obtained by contacting the Seattle Lighthouse for the Blind, Inc., at 1-800-799-0402, (206) 322-4419 (fax). The Seattle Lighthouse for the Blind can be accessed on the World Wide Web at http://www.lighthousestore.com.

    (4) To order business cards, the Business Card Order Form following this subpart should be completed and submitted to your respective Area Administrative Coordinator who will order using their government purchase card. State office employees should submit their form to the Supply Technician for ordering. When purchased at government expense, business cards are for official use only.
     
  3. OfficeMax (formerly Boise Cascade Office Products (BCOP)) Mandatory Blanket Purchase Agreement.

    (1) USDA has established a BPA with OfficeMax to provide Javits-Wagner-O’Day Act (JWOD) products and has requested that all USDA agencies use the BPA. Since USDA has requested that all USDA agencies use the BPA, NRCS has made use of the OfficeMax BPA mandatory.

    (2) OfficeMax has created an exclusive USDA micro-site for online ordering that allows NRCS to support the President’s Management Initiative to expand the use of online procurement. Each OfficeMax online ordering account is linked to a purchase cardholder and all general office supplies, selected information technology items, and furniture, will be procured from OfficeMax.

    (3) Government purchase card holders have received instructions to establish online accounts with OfficeMax. Refer questions to the Ohio PCMS Agency Program Coordinator concerning online access, items availability, and special situations.
     
  4. Day Planners.

    (1) USDA has instructed all USDA agencies to purchase day planners and refills only from the mandatory Javits-Wagner-O’Day Act (JWOD) product source. This mandatory product source is Daymax. Beyond the regulatory requirement to buy the Daymax planners, Daymax makes a good planner at a good price. The purchase of these planners creates employment opportunities and meaningful work for disabled people. Much of the product line is green-seal approved and made from 30 percent post-consumer and/or recycled material. All products are 100 percent American made.

    (2) The Daymax planners and refills are available for electronic purchase from the Boise Office Product micro-site and may be purchased using the government purchase card. We cannot purchase Franklin, Dayrunner, or any other brand of planners and refills. The General Accounting Office has criticized agencies for purchasing planners and refills from other than the JWOD source. To protect the NRCS purchase card program and cardholder privileges, it is important that the cardholders comply with all policies including the use of mandatory product sources.

    (3) Government purchase cardholders shall purchase only Daymax planners and refills. Refer questions to the Ohio PCMS Agency Program Coordinator.

    (4) Other calendar requests (activity, calendar pads, desk pads, etc.) may be requested directly from the Supply Technician in the State office.
